Early Years Infrastructure Advisor
Early Years Department
SUMMARY:
The Early Years Infrastructure Advisor will utilize their knowledge, expertise, and experience to provide critical information and recommendations to assist NAN, NAN First Nations and Tribal Councils in the planning, development and operations of early learning and childcare infrastructure projects. The Early Years Infrastructure Advisor will provide policy insight, technical guidance, and support to the NAN Early Learning and Child Care team and NAN Early Learning Technical Working Group.
DUTIES:
· Work with NAN First Nations and Tribal Councils to determine community identified early learning infrastructure needs and gaps and provide critical information and advice to assist in a decision-making process.
· Work in collaboration with NAN First Nations, Tribal Councils, and diverse stakeholders to design strategies that can be implemented to address gaps in current infrastructure needs.
· Develop a pre-development guide and resource to assist First Nations in designing spaces for early learning.
· Work closely with academic institutions and other NAN departments to assist in designing child centered spaces that meet the needs of NAN First Nation communities.
· Present work-plans and regular progress reports to the Director of Early Years and NAN leadership.
· Contribute to the wide dissemination and visibility of project achievements including exchange of information, experience and lessons learned at the local, regional, and national levels.
· Perform any other duties as required.

COMPETENCIES AND QUALIFICATION:
Candidate must possess the following skills and attributes:
Education:
· Post-secondary degree in engineering or natural sciences, humanities, public policy or municipal administration, or equivalent combination of education & experience
Experience:
· Infrastructure and/or major buildings project management experience preferably both pre-construction and construction phase.
· Minimum of 5 years’ experience in conducting research, data collection and analyzing information, projects, and policy experience in Infrastructure related matters in First Nations communities.
· Demonstrated experience in writing proposals and reports, leading discussion groups, and synthesizing information into policy positions and documents.
· Experience working with federal and provincial departments and their various programs and initiatives related to First Nations.
· Experience working on First Nations infrastructure projects, including community level experience is an asset.
Knowledge:
· Ability to engage with various partners and stakeholders at different levels, to establish and maintain projects and initiatives.
· Ability to communicate effectively, both orally and in writing, is required to obtain, evaluate, and interpret factual data and to prepare accurate and complete reports and other documents.
· Strong analytical and communication skills.
· Capacity to implement the strategic vision and program goals and objectives.
· Proven performance in organizing and coordinating major initiatives.
· Must have in-depth knowledge and understanding of First Nations infrastructure issues.
· Must have the ability to interpret technical material and policies for general and First Nation audiences.
· Must possess excellent interpersonal relationship skills and the ability to work independently or as part of a team.
· Must be able to prioritize work and manage multiple tasks. Excellent written and oral communication skills required.
· Knowledge of First Nation customs and traditions, as well as the ability to speak a First Nation language, is an asset.
Working Conditions:
· Extensive travel to NAN First Nation communities is required.
Responsibilities:
Implementing strategies related to early learning infrastructure within the NAN IELCC framework.
ACCOUNTABILITY:
The Early Years Infrastructure Advisor is under the day-to-day supervision of the Director of Early Years and is further accountable to the Chief Administrative Officer for overall performance.
Preference will be given to Individuals who self-identify as Indigenous (First Nations, Metis or Inuit) with the required combination of education and experience.
